Litigating strategically: stateless children born in the EU

Abstract Does a child born in the EU, who would have been an EU citizen had the Member State of birth complied with its international obligations, but who is stateless instead, fall within the scope of EU law? This post suggests a strategy for seeking an answer to this question from the European Court of Justice.
