Het sluiten van een convenant horizontaal toezicht door haar gemachtigde met verweerder staat aan de opgelegde verzuimboete niet in de weg. Wel matigt de inspecteur de boete met 50% tot € 1.230 en de rechter matigt verder tot op € 500.
