Abstract According to associative theories of political obligation, an obligation to obey the government arises out of ties of affiliation between individuals who share the same culture, history, language, or citizenship. This argument raises the following problem: if sharing culture or language creates obligations, why does not the same hold for sharing race or gender? In this article, I pursue a modified version of the associative approach that avoids this difficulty.
