Space for Space, a transferable development rights initiative for changing the Dutch landscape

The Dutch landscape is changing. Livestock industries have to be reduced because of active regulatory restrictions by the European Union. Fearing the agricultural lands to become spread with unwanted activities Dutch planners inspired by US planning practices reacted with an innovative system of transferable development rights that enabled governments to finance the demolition of stables with the realization of expensive houses on large parcels. This "Space for Space" project aims at increasing the overall quality of the urban and rural landscapes. At the moment this TDR-like process is in full swing and difficulties and lessons with application of the tool are crystallizing. These findings contribute to the analysis of the adaptation of TDRs across planning systems.
