Abstract This short invited contribution to the special issue on the war in Gaza attempts to provide an answer what the government's duty to promote the development of the international legal order means, more especially in the context of the war in Gaza. It addresses the question whether this is at all about abiding with public international law - the language of the provision seems to give an negative answer to it, and under national constitutional law, this provision is not the basis for the duty of the government (and any other dutch public authority) to comply with international law.
