Abstract
In this article, the relationship between the generosity of pension provision and the incidence of homeownership is investigated by examining trends over time. The pensions-housing relationship is framed within the larger context of long-term changes in the privatisation of pensions and in the modes of financing homeownership. After critically reflecting upon how to define, measure and model these developments, an explorative analysis is performed using currently available macro-indicators on homeownership rates, empirical replacement rates and pension expenditure data, for the period 1990-2007. Some evidence is found corroborating the idea of a trend towards asset-based welfare, as governments appear to encourage households to enter homeownership, while at the same time promoting the expansion of private pensions, in order to offset the consequences of retrenchment policies that curb the direct public provision of welfare.
