Abstract This contribution seeks to discuss the limits of state responsibility as they are witnessed in the topic of international liability. The first part addresses the intersection between responsibility and liability using as a reference point the work of the International Law Commission. The second part utilizes the case study of the environmental protection of the Deep Seabed Area. This is done in order to analyze and highlight the problems and - possible - prospects of the limits of state responsibility in the environmental management of the Area.
