Evaluating the quality of television programmes using an online Appreciation Panel
In the Netherlands, Public Broadcasters use quality maps to aid in evaluating television programmes, radio stations and internet sites. The purpose of the quality map is to provide insight into the functioning of the public broadcasting system as a whole and of its constituent elements — the public television channels and individual programs on the basis of comparable criteria. Mapping is
used to evaluate the overall standing of the public broadcasting system as well as the performance of individual programmes along eight dimensions: quality, reliability, innovation, diversity, social impact, audience share and reach, cost efficiency and effectiveness. As such, the quality map serves as an instrument for external accountability and an aide in internal quality control. This chapter examines the development of quality mapping and its adaptation for television. The origins and basic principles of quality mapping, as well as some recent outcomes, are discussed. The methodology of the data gathering for the quality map in an online Appreciation Panel is explained.
