- Om de kosten en baten van de toegankelijkheidsakte te meten zijn vier deelonderzoeken nodig: de probleemanalyse, de regelgevings-analyse, het Impact Assessment en de kosten-batenanalyse Na elk onderzoek volgt een beslismoment over de mogelijkheid en uitvoerbaarheid van een vervolgstap. Zowel de uitkomsten van het Impact Assessment als die van de kosten-batenanalyse zullen een grote onzekerheidsmarge kennen.
