AbstractThe contingent valuation (CV) method is a popular method to measure the value of culture. There are a number of reasons that can explain its popularity. Firstly, the value of cultural goods can be established objectively. Secondly, it is the only method available to capture both use and non-use values of cultural goods. These features make the CV method an attractive tool for policy makers to shape and justify policy measures. This paper looked at the reliability of the CV metod as a measurement tool and at its ability to serve as a tool for policy makers in the cultural domain. The main conclusions of the paper are that the hypothetical nature of the CV method leads to biasis in the measurement process wich, in turn, may lead to outcomes that are not a reflection of the real value of cultural goods. the biasis also make this method less appropriate to serve as an base for policy measures; On the one hand because it is hard to justify actions that are based on uncertain outcomes, on the other hand these same biases may serve as "tweak buttons" for policy makers that may have a certain outcome in mind.
